Ogunnubi Adeniyi Samuel, MCIPM
Chairman

Ogunnubi Adeniyi became an Associate Member of the Chartered Institute of Personnel Management of Nigeria (CIPM) in 2016, following his participation in the pilot Certification Course for Admin and HR Officers in Lagos State, held from February 22nd to 29th, 2016.

He currently serves as an Assistant Director, Admin & HR at the Office of Local Government Establishment and Training, where he holds the position of Director of Industrial Relations.

Ogunnubi holds a Bachelor of Science in Education (B.Sc. Ed) in Biology (1994) and a Master’s degree in Public Administration (Human Resource and Personnel Management) (2000), both from Lagos State University (LASU), Ojo.

Before joining the Lagos State Public Service in 2000, he worked with Infotech from 1999 to 2000 as an Admin and Marketing Officer. Upon entering the public service, he quickly honed his expertise under the guidance of some of the best Admin & HR professionals in the field.

As a Grade Level 12 (Principal Admin & HR Officer), he was posted from the Public Service Office, Alausa, to the defunct Lagos State Sports Council, Rowe Park, Yaba, where he served as Head of Admin (2013–2016). He was later deployed to OTCI and the Ministry of Economic Planning and Budget.

A committed member of CIPM Alausa Chapter since its inception in 2018, Ogunnubi has served on several planning committees and groups. He was elected into the executive committee, where he served two terms as Financial Secretary (2020–2022) and two terms as Ex-Officio II (2023–2024). In 2024, he was honored with the Most Impactful Member Award by the CIPM Lagos Branch.

A visionary leader, avid reader, writer, speaker, and passionate HR professional with a strong focus on Employee Relations, Ogunnubi is deeply committed to the growth and development of the HR profession.

Folami Olajide Muheebah, MCIPM
Vice Chairman

Mrs. Folami-Olajide Abosede Muheebah Olayinka, MCIPM is a Chief Admin/HR Officer in the Cabinet Office, Office of the Secretary to the State Government, Lagos State Secretariat, Alausa, Ikeja. She is a two-time recipient of the Lagos State Outstanding Officer of the Year Award (2016 and 2021).

She holds a Bachelor of Arts (B.A.) in French Language and a Master’s in Public and International Affairs (MPIA) from the University of Lagos, Akoka. She also holds a Postgraduate Diploma (PGD) in Human Resource Management (HRM) from the Chartered Institute of Personnel Management (CIPM) and is a student member of the Institute of Chartered Secretaries & Administrators (ICSAN).

With a cumulative 24 years in service, Mrs. Folami-Olajide has worked in different MDAs and served on core administrative committees. She has held various roles in the CIPM Alausa Chapter and CIPM HQ and is currently the Vice-Chairman, Alausa Chapter.

She is highly resourceful, purpose-driven, self-motivated, and result-oriented, excelling in problem-solving, teamwork, mentoring, and people management.

She is happily married and blessed with children.

Noyoze Taiye Sagua, ACIPM
General Secretary

Noyoze Taiye Sagua is a seasoned HR strategist and administrator, currently heading the Petitions and Appeals Division at the Public Service Office, Office of the Head of Service.

She began her career in the Lagos State Public Service in July 2007 and has served in various ministries, departments, and agencies (MDAs), taking on diverse roles and responsibilities.

Noyoze holds a Bachelor of Arts degree from Ambrose Alli University, Edo State (1999) and a Master’s in Business Administration (HR Specialization) from Ahmadu Bello University, Zaria (2023). Her commitment to excellence has earned her multiple awards and recognitions for outstanding performance in the Public Service (2014, 2019, & 2021).

She had a stint in the private sector, working in a venture capital organization from 2002–2003, where she served as an Administrative Analyst and Head of Customer Service.

She is an active member of the Chartered Institute of Personnel Management of Nigeria (CIPM), Alausa Chapter, where she served as Financial Secretary (2022–2024) and currently holds the position of General Secretary (2024–date, 2025).

Her HR experience spans across Employee & Industrial Relations, Learning and Development, Recruitment, and Appeals.

Beyond her professional achievements, Noyoze is passionate about people development and is dedicated to mentoring young women, helping them discover and maximize their God-given talents for personal growth.

Olaitan Shayo Oladimeji, ACIPM
Assistant General Secretary

Olaitan is a dedicated Senior Human Resource Officer with the Lagos State Government, bringing years of expertise in talent acquisition, employee relations, performance management, and HR strategy. She is skilled in HR analytics, workforce planning, and process optimization, ensuring efficiency and compliance in HR operations within the State.

Previously, she served as an HR Analyst at 10Alytics, leveraging data-driven insights to enhance recruitment, performance management, and employee engagement. With experience as a Customer Support Specialist at Jumia Nigeria, she possesses strong communication and problem-solving skills.

Olaitan holds a Master of Science in Public Administration from the prestigious University of Lagos and is a certified Master Human Resource Analytics Professional (MHRAP). She is an Associate Member of CIPM and AITD and actively engages in HR mentoring and professional networks.

Adeosun Eniola Olufunke, MCIPM
Treasurer

Eniola is presently a Chief Admin and HR Officer, GL.14, in the Ministry of Housing.

She obtained a National Diploma in Banking and Finance from Osun State College of Technology, Esa-Oke (1993–1995), after which she proceeded to The Federal Polytechnic, Offa, Kwara State, for her Higher National Diploma (HND) in Banking and Finance (1996–1998).

In her quest for professional certification, she acquired a Professional Diploma in Human Resource Management from the Chartered Institute of Personnel Management (CIPM) in 2011, which qualified her to be inducted as an Associate Member (ACIPM). She is an alumnus of the National Open University, where she obtained a Postgraduate Diploma in Public Administration in 2020 and a Master’s Degree in Public Administration in 2022.

She is presently a Full Member of the Chartered Institute of Personnel Management (CIPM) and an Associate Member of the Nigerian Institute of Training and Development (2012).

After working in the private sector for five years, she started her career with the Lagos State Government in the Lagos State Board of Internal Revenue (BIR) as Executive Officer (Revenue), GL.07, in April 2004. She was re-designated to the Executive Officer (General Duties) cadre in 2007. She has worked in all divisions of the Admin and HR Department of various ministries, including:

  • Lagos State Library Board

  • Lagos State Residence Registration Agency (LASRRA)

  • Ministry of Tourism, Arts and Culture

  • Lagos State Drivers’ Institute

  • Ministry of Establishments and Training

  • Ministry of Housing (her current posting)

Adeosun is currently the Treasurer of the CIPM, Alausa Chapter. She also holds various executive positions in other associations.

Ajayi Olaniyi Isaac, ACIPM
Financial Secretary

An accomplished administrator and human resources professional with a distinguished career in the private and public sectors. As a Principal Administrator and Human Resources Officer, he is currently posted to the Lagos State Civil Service Commission, where he serves as the Administrative Assistant to the Chairman. Since January 2020, he has demonstrated excellence in public administration, personnel management, and organizational leadership.

He holds a Bachelor of Science in Industrial Relations and Personnel Management from Lagos State University (LASU), Ojo, and a Master’s Degree in Human Resources Management from Ladoke Akintola University of Technology, Ogbomoso, equipping him with in-depth knowledge and expertise in recruitment processes, workforce management, employee relations, and administrative policies.

Mr. Ajayi is a chartered member of several esteemed professional bodies, including:

  • Chartered Institute of Personnel Management (CIPM)

  • Chartered Institute of Administration (CIA)

  • Nigerian Institute of Management Chartered (NIM)

His professional affiliations underscore his commitment to best practices in administration and human resource management.

He is currently serving as the Financial Secretary of the Alausa Chapter of CIPM, a position to which he was elected in 2024 and re-elected in the 2025 election year.

Beyond his professional life, he is a devout Christian, a loving husband, and a dedicated father, blessed with a wonderful family. His values of integrity, diligence, and service continue to guide his contributions to the Lagos State Civil Service and the broader administrative landscape.

Jimoh Monsuru Rotimi, ACIPM
EX-Officio I

Jimoh Monsuru Rotimi is an Assistant Chief Admin & Human Resource Officer, currently serving as the Administrative Secretary in the Office of the Senior Special Assistant on Security. With extensive experience in the Lagos State Public Service, he has worked in several core establishment MDAs, contributing significantly to administrative and HR functions.

He holds a Bachelor’s degree in Business Administration from the University of Lagos, which he obtained in 2010.

A dedicated member of the Chartered Institute of Personnel Management (CIPM), Alausa Chapter, Jimoh has served in various leadership capacities, including Assistant General Secretary/Public Relations Officer (2023/24) and Ex-Officio II (2024/25). He is currently serving as Ex-Officio I (2025/26).

Beyond his professional engagements, Jimoh has a deep passion for photography and is known for his vibrant personality, making him the life of the party.

He is happily married with children.

Ojikutu Rihanat Ayinke, ACIPM
EX-Officio II

Ayinke was born into the esteemed family of Alhaji Chief AbdulGaniu Omowamiwa Akanbi Ojikutu of Ereko, Lagos Island, and Madam T. A. Ojikutu (née I. S. Adewale Davies) of the renowned Olowogbowo Offin Canal area of Lagos Island.

Her educational journey commenced in 1991 at Anglican Girls Seminary School (CMS), Lagos, where she built a solid academic foundation. She later attended Dolphin High School, graduating in 2002 with multiple accolades. Pursuing higher education, she gained admission to the prestigious Lagos State University (LASU, Ojo), where she earned a Bachelor’s degree in Political Science Education (B.Sc. Hons.), graduating with a Second-Class Upper Division. Demonstrating her commitment to academic and professional excellence, she further obtained a Master’s degree in Public Administration from LASU, completing the program in 2021.

Ayinke’s professional career flourished when she joined the Lagos State Public Service in 2018. Her dedication to human resource management led her to become a member of the Chartered Institute of Personnel Management (CIPM), Alausa Chapter, where she currently serves as Ex-Officio II.

A dynamic professional, Ayinke is a team player, a fast learner, and an adept manager of information.

She is a devoted Muslim, happily married, and full of life.

Awe Jamiu Abiodun, MCIPM
Immediate Past Chairman

Awe Jamiu Abiodun joined the Chartered Institute of Personnel Management (CIPM) as an Affiliate Member in 1997 and became a Graduate/Associate Member in 1998.

He is an Assistant Director, Admin & HR, currently serving as the People and Culture Partner at Ibile Oil and Gas Corporation.

Awe earned his first degree in Industrial Relations and Personnel Management from the University of Lagos in 1997, graduating with a Second-Class Upper Division (2.1). He further obtained a Master’s degree in General Management from the same institution in 2001. His commitment to continuous learning led him to study Conflict Management at the University of Rhode Island (USA) in March 2006 and Human Resource Management at the School of Industrial and Labor Relations, Cornell University (USA) in June 2022. He is currently pursuing a Ph.D. at the University of Lagos.

With nearly two decades of experience in the private sector, particularly in the hospitality industry at Eko Hotels and Suites, Awe transitioned to the Lagos State Public Service in 2007, joining as Admin Officer I, GL. 09.

A devoted family man, Awe is happily married with children.
